No one knows, because the fine is flexible, cost of DUI school is flexible, cost associated with counseling is flexible.

Will I go to jail or pay a fine if I have three prior tickets driving without a license and I just got the last one?

Well, While this isn't a 'capital case', you certainly face potential jail for such repeated offenses, so handle it right. Effective plea-bargaining, using those defenses, could possibly avoid or reduce the potential. Time and other penalties you face. If you don't know how to represent yourself effectively against an experienced prosecutor intending to convict, then hire an attorney who does, who will try to get a charge reduction, diversion, programs, or other decent outcome through motions, plea bargain, or take it to trial if appropriate. If serious about hiring counsel to help in this, and if this is in SoCal courts, feel free to contact me. I'll be happy to help fight this and get the best outcome possible, using whatever defenses there may be.

Got a DUI I’m not a US citizen, there was property damage. No previous record, am I at risk of deportation?

Probably not, but you should get your status fixed as soon as possible. If you are legally married to a U.S. citizen, your spouse can petition for you. I strongly suggest that you contact an experienced immigration attorney for a face-to-face consultation and give him/her all of the facts surrounding your situation. He/she would then be in a better position to analyze your case and advise you of your options.
