Can this DUI which happened in California, be possibly beat due to the reason he used to pull me over?

It is a bit of gray area, but if you tint the windows to any degree beyond the factory tint, you can be pulled over. If the officer determines that the tint is dark enough that he or she cannot clearly see inside the car, it is an officer safety issue and they can pull you over and cite you. It might be worth trying to challenge the stop, but you should contact an attorney as soon as possible to analyze tour chances of success.

As to statutes, you'll have to ask a Nebraska attorney what if any Nebraska rules apply to your case. You have no legal basis to think another state will allow you to have their jail/prison time run ?concurrent? with any other state?s already ordered time. Each case is going to get its own time, even for cases in the same state. When you finish your time in CA, you'll do whatever Nebraska time you are sentenced to, if they are willing to extradite you then to do so.
