I suggest you consult an attorney to work with you and DMV to find out what you need to do to get it back. Can I be given a notice for obligations and license suspension 5 years after my DUI charge?

You are asking if you can be given notice, when you are being given notice. Clearly, you can be. Do you know what clearance of obligations means? It means there is nothing more expected of you. Your obligations have been cleared. Are you upset at that notice? Then you are too stupid to be behind the wheel. Your license is suspended for 10 years. Now you know. Spend that time reflecting on how your life went wrong.
