They will likely seek a warrant. The test results are not the only factor in determining the case. If you are charged, get a lawyer on board ASAP.

Will the police go back and consider the blood tests for the police report and therefore charge me with a DUI after the fact, based on the BAC?

The police can get a grand jury to subpoena the blood results and if you are above the legal limit, you can be charged with DWI.

I would not anticipate an arrest for DUI. The officer did not obtain any information at the scene in order to support the charge, i.e. he did not conduct a field sobriety test, you did not submit to a breath test. If he did issue a DUI citation, I would anticipate that you would be able to have it dismissed swiftly.
