How can a person transfer DUI classes to another state without actually transferring the case?

The classes can be taken in another state so long as the program she wants to transfer to is similar in duration to the classes she is assigned to. Either on her own or with the assistance of her current probation officer she should look at the programs that the proposed state uses for 1st offense OUI classes. Get a brochure or something that details the classes as to duration and content and present that to her current probation officer. She will need approval of the court or probation to do this but it should not be a problem. I have had many clients that were charged in MA but did the 1st offender program in another state. She could also contact the lawyer who handled the OUI for her to assist. It shouldn't take more than a phone call or two by the lawyer to help her out.

There is no set fee schedule for how much an attorney charges for his or her services. All attorneys charge differently depending on their experience, locality, complexity of the case, etc. I suggest that you interview a number of attorneys and retain the one you feel most comfortable with and can afford.

If I got a DUI in Colorado and started my level II education and therapy and now live in New Orleans. Will it count if I do classes in New Orleans?

It would be best to get your probation officer's permission to complete the program in New Orleans in order to get credit for it. If you have to do an alcohol program to get your driver's license reinstated you need to get the Colorado Department of Behavioral Health to approve the program for the DMV to accept it. Also, it is likley that your time in Colorado classes will not transfer to New Orleans so you will be starting all over again.
