Since they are married, your daughter should get a temporary order with a move-out date for the husband. In eviction court, he could just say he's her husband and the judge won't have jurisdiction to evict him. This is a family law matter that should be handled in family court.

As a general rule she'll get half of whatever portion of the annuity's value was accumulated during the marriage. For example, if you were already drawing benefits when you got married, your spouse is probably entitled to nothing. If the annuity is an employee benefit and you were married to your spouse for the entire time you were earning it, it's a presumptive half-and-half split. You need a lawyer if you're getting divorced.

Service by publication is commonly used in a divorce action to serve a spouse who has disappeared without a leaving a forwarding address. In Texas, divorce by publication is not an easy route to go. Divorce by publication has more steps, is more complicated, and is more expensive than an agreed divorce. In short, it is easier and cheaper if you can find your spouse and get them to sign off on the final divorce decree, but you can still get divorced.
