Where you were married is not important. You need to meet the residence requirements in the state where you live before you file suit. In Texas it is 6 months in the state and 90 days in the county. I suggest you hire a lawyer.

You should file where you have property, as it would be the easiest and best way. Only one party has to be a resident of Florida in order to file (reside in Florida for 6 months or longer), so if he still lives here, then you can hire an attorney in Florida and they will draft the papers and handle the case. Most everything can be handled phone / fax/ email, except for if you have to go to Trial to resolve the case. For that, you should appear in person.

The answer is yes, but with some qualifications. You can file for the dissolution, but you also have to serve the papers on your husband. That means a sheriff or a process server delivers the papers to him, and if he takes no actions, then by following the proper procedures a court may enter a decree of dissolution.
