The fact that your spouse is incarcerated would in no way stop you from filing for divorce. In fact, many times it makes it easier because you know exactly where he/she is to obtain service.

Most courts would not allow that as an excuse to not pay support. As long as the order is in place, his obligation continues. Talk to an attorney to discuss this issue further and protect your rights.

No, you cannot change the decree for the property settlement. You could file bankruptcy, but if you do and your ex- pays the bills, then you may have to reimburse your ex. First try negotiating with the creditors. If they won't, then talk with a bankruptcy attorney.
