There is no requirement in Colorado, nor in most states, that you spouse sign anything. All that is required is that he be personally served the paper work and that there is someone who can state under oath that the papers were served on him.

If your ex sues you for the payment of the attorney's fees, you will probably lose. If you decree ordered you to pay the fees, you're obligated to pay them. Have you tried taking out a loan to pay off the ex and keep her from holding this over your head? I would strongly consider taking the signed divorce decree to an attorney for review and to figure out what your options are. Perhaps you can negotiate the fee repayment with a close reading of the decree and the help of a good lawyer.

If you and your husband have lived together in Ohio, you can file for divorce after living here 6 months. If your husband does not, or has not, lived in Ohio with you, Ohio does not have jurisdiction over him. What that means is that you can file, but if he challenges jurisdiction, you cannot proceed. If he just doesn't respond, you can complete the divorce, but your husband could later argue the divorce is void for lack of jurisdiction. As for filing in Texas, if you don't live there, you probably cannot file there, but you would have to consult a Texas lawyer about that.
