If the ex- won't sign off on it, try taking the divorce decree and the title to DMV and see if they will do it based on the decree.

If so, in Michigan, there is no "set length" you have to reach before asking for spousal support (spousal support is the technical term for "alimony" in Michigan). The length of the marriage is but one of several factors a Michigan Court will look at in determining whether to award spousal support.
