If wife wants a divorce, what are my rights and do I have to pay for all her expenses?

Stop paying. You have no duty of support for anyone but the child. The amount of that support needs to be determined by a court. File a divorce, make a motion for temporary orders and get child support and a parenting plan in place. If she wants to ask for maintenance, she can. The court will tell her to get a job and then determine her need and your ability to pay. You'll probably have to pay maintenance for some period of time, but with enough money for yourself to live on. Once all the assets and debts are divided, it's unlikely you'll have to continue to pay maintenance. However, until you file, you'll be in a situation where each of you can manipulate the other to the detriment of both.

Does it matter who the petitioner or the respondent is in an annulment/divorce?

The Plaintiff or Petitioner, who files the complaint, can obtain ex parte orders on various issues without a hearing. Often, that is a big advantage in the proceeding.

Can I reopen divorce case 20 years ago because my wife didn't declare our properties in court?

If there are community properties that were not mentioned in the Judgment and not mentioned on court declarations, then you may able to ask the court to adjudicate the properties as omitted assets.
