Cannot tell you anything about Iowa laws; Here in Ohio a juvenile record can be sealed and not be seen by the general public, other than police or prosecutors.

My brother received 15 yrs for attempted armed robbery but he had no weapon. What is the time he would get?

He had his day in court and the evidence presented was enough to get a conviction. Since he got sentenced to 15 years the jury must have decided that he was guilty. In cases like this it is important to retain an attorney. If there was only circumstantial evidence against him, he could have come up with a reasonable hypothesis of innocence. If there is reason for an appeal the court will look over all of the evidence and determine if the verdict is proper. The identification seems to be a very important thing in this case. Cases can often be won and lost on the identification issue.
