It depends upon the nature of the dismissal. If the dismissal is WITHOUT prejudice, the YES, charges could be refilled. If the dismissal is WITH prejudice, then NO, the case is over.

Assuming you do not have any valid defenses, hopefully the Prosecutor/City Attorney will offer you a deal to plea under something known as "MCL 771.1" Under that deal, you will be put on a period of probation (usually 6 - 12 months), you will have to not do any drugs, and you will be subject to random drug testing. However, if you successfully complete all the terms and conditions of your probation, your case is dismissed at the end, and it is not considered a "conviction."
