How much jail time can you get for a man having sex with an underage girl?

There are many different charges that can be brought against the adult, but a violation of Penal Code section 288 is the first to come to mind. Under a conviction, assuming no other charges or enhancements, the defendant would face a maximum sentence of eight years.

If I go into rehabilitation ASAP and test positive in rehabilitation, can my probation officer violate me?

Positive test = probation violation. No mystery there. If you weren't arrested when police question you, and no test was done, you have no concern unless you are charged later.

Can someone be charged with murder if they were with the person who actually did the murder and what kind of punishment would that carry?

Yes he can be charged with murder. In fact, if his partner was shot and killed by the drug dealer protecting himself, your brother could be charged with the murder of his partner. Makes no sense but most laws don't.
