What can I do if I was recently arrested for burglary of a building but wasn’t caught inside but because the door was open they charged me?

That depends on a lot of things: your prior record (if any), how strong the evidence is against you, how adamant the victim is about prosecuting, and how good of a deal your attorney can work out with the prosecutor. Seek out an experienced criminal attorney in your area to discuss the case soon. Don't make any statements or pay anything to the victim because that could be used against you as evidence of guilt.

When you are released from the police station they provide you with a blue sheet of paper that indicates your bail or the personal recognizance. That should also list the charges.

Can my mother-in-law be released from prison to her convicted felon boyfriend?

Hard to say. Is she being released on probation or parole? Was she convicted of a felony? Usually felons are not allowed to be around other felons. If she has a probation or parole officer that she will be seeing regularly, it will be to her probation/parole officer to decide where she can and cannot stay and who she can and cannot see.
