You could potentially be charged, but I doubt that anything will happen, and yes wal mart has cameras everywhere recording everything.

It depends. If the vehicle was improperly registered, or if you were driving without a license, etc., then the officer could tow the vehicle. However, such action is often discretionary. Some officers are kinder (and more humane) than others. You did not provide enough information to speculate about every possible set of circumstances.

One of the terms of your probation was to pay the fees. By not paying the fees you have violated your probation unless you can show it was not a willful failure to pay. A judge can extend your probation to give you time to comply with the terms of probation rather than put you in jail for a violation.
