I would be very cautious about this, especially if your son plans on contesting the charges or taking the matter to trial as such a letter could be admitted against him as a confession or statement by a party opponent. Depending on what type of charges it is, such a letter could also nix any chance of a no contest plea or be used against him in a civil proceeding on the same matter. Discuss this thoroughly with his attorney and make sure he understands the possible consequences before doing this.

Your sister should have asked for permission to leave the state. If this was not a felony offense there is little chance that she would be extradited. She will be subject to arrest. I suggest she obtain an attorney and upon return to Colorado surrender herself to the Court. She should also contact her probation officer and tell her what happened.

It has exactly the same legal effect. The only difference is that a no contest plea can't be used against you in civil court. For example, if you were DUI and crashed into somebody, you would want to plead no contest so your plea couldn't be used against you in civil court if they sued. Otherwise, they are the same. Pleading no contest won't change the timing of getting your record cleared up.
