Prosecutors almost always do this. The misdemeanor is what is called a "lesser included offense" of the felony. Many times it depends on the facts of the case. For example, in a drug case where someone is transporting or selling illegal drugs, you will almost always see the transportation/sales count (greater), and the possession with the intent to transport/sell (lesser), and the simple unlawful possession (lesser). While the offense can be charged this way, it does not mean that you can be convicted, and certainly not punished for both the greater and lesser offenses. That would violate "double jeopardy" so the law says you can only be punished for the greater (essentially).
