The "fugitive" part enhances the punishment, and it is because he has a warrant. If he gave them his correct name and DOB, then he will not be prosecuted if that is cleared up. But, it means he immediately gave his LEGAL name - not at a later time (even 5 minutes later.) You can make his bond in order to get him out for his treatment. If he has never been in trouble, he may qualify for a PR bond. Otherwise, he needs to be bonded and a lawyer obtained for him.

It is up to the judge. Depending on the facts, some judges double the origional bond and set a new bond on the new cased on the bond schedule in effect in that county. Others treat the new offense as a volation on bond conditions and hold the bond insufficient. In that case there is no bond. You should get him a lawyer and discuss the way his judge treats this type of situation.

I don't think any such bill has been passed. I think you may be confusing this with the recent passage of a bill that allows inmates serving sentences in a State Jail facility (non-agg offenses) to reduce their sentences if they participate in certain programs and/or classes at the facility.
