Should I preemptively turn myself in to get reduced charges?

As the finder of the phone you had a legal duty to try and find the owner or turn it over to the police. You are subject to being arrested for petit larceny, a Class A misdemeanor. Voluntarily going to the police will not change that. I suggest that you make no statements to the police and hire a good criminal defense lawyer to try and mitigate your situation.

Does a landlord have the right to get a police report automatically anytime a tenant is arrested in the county?

Generally, police reports are not public records. One can obtain some reports after the case has been closed if there was a verdict. Having or not having your "permission" has nothing to do with it - it is not your report.

If someone accidently causes a fire, and someone dies, can the person be held criminally liable?

William H Nebeker
Answered by attorney William H Nebeker (Unclaimed Profile)

At trial, the court will try to prove that the fire was not caused "accidentally", the burden is on them, if they are successful then the court will not deem the fire as an accident. However, if the defense is successful then the court may deem the fire as an accident and the charge will fail. To advise further, I would need to know the charge against that person and the facts of the case.
