You did not say whether or not the vehicle was occupied. This is very important. If there was no one in the vehicle, and it is property damage only, then this is a hit and run unattended. This is what is called a misdemeanor. The penalty is a maximum of 90 days in jail and a $1,000.00 fine. If the vehicle was occupied, then it is a gross misdemeanor, punishable by a maximum of 1 year in jail and a $5,000.00 fine. Neither offense has a mandatory minimum jail time. In other words, a conviction does not necessarily mean that you will go to jail.

There is not enough information to give you a complete answer as the law on Miranda is complicated and is changing with recent US Supreme Court decisions that have come down. Basically, if someone is arrested Miranda is triggered BEORE the police can ask any questions or perform an interrogation. However, if they are simply arrested and nothing is done or no questions are asked, then Miranda is not required.

This will largely depend on the terms of your pre-trial release. If you were released without bond, usually you will be allowed to travel outside of the country while awaiting trial. However, it is best that you bring your passport with you, and inquire at your hearing, if you do request a trial, whether the terms of your release allow you to travel outside of the country. Judging by the nature of your charge, however, you will most likely be allowed to travel outside of the country.
