How can I get a case dismissed if I have the person that called the cop and there was a misunderstanding to the situation and willing to testify .

It depends on the County the case was filed in. If it's in a small County the DA's may contact the complainant, and based on that conversation, decide not to pursue it. If it's in a bigger County, like Harris County, all that will likely accomplish is having the DA's office transfer the case to the division that handles cases where the complainant "recants." (i.e. says it didn't happen or there was a misunderstanding, etc.). Be careful with having the person talk to the DA's though. If it's not said a particular way, you'll lose the advantage you currently have, and the DA's will be able to use that witness against you, whether they want to help them convict you or not. You need a good attorney to help guide you both through this situation, to be sure the resolution is in your favor.

If you fail to appear for a scheduled court appearance, then a warrant will likely be issued for you arrest (even if the cop also does not show up for the hearing). A ticket will not be "thrown out" because the cop doesn't show unless you appear for the scheduled trial.

Yes, the other person could sign an affidavit. Unfortunately the state could still pursue the case against the person originally charged. The standard for possession is care, custody and control. If the state believes that they can still prove care custody and control they will not necessarily drop the charges. You should speak with a local criminal defense attorney to get more specific advice.
