Your thought is incorrect. Dismissing a case does not mean that it does not appear on your record. You have to see if you can get is sealed or expunged.

What can be done if my brother has 2 separate felony cases, he was supposed to have an early resolution tomorrow but they rejected it?

All the time people ask questions without giving enough of the necessary facts to provide an answer, or to even come close to being able to provide an answer. Here, you ask what can be done when an early resolution is rejected. The answer to that is to continue to negotiate. Then you ask what the reason is for doing this. Assuming that you mean consolidate the cases, the answer would be that it is easier for the people involved to consolidate the cases on the docket, but probably not for trial as that would be most likely be unconstitutional depending upon the facts and the circumstances, none of which you have provided at all. We only know that he has 2 felonies, nothing more.

It actually does not matter to argue that the amount was lower in my opinion. With one conviction on this crime already, if you get another conviction you will be well on your way to getting another and then being charged with a felony, for which you will actually be sent to prison for a petit theft. Ask for the public defender to be appointed if you are indigent. Diversion is a way to get the charges dismissed, usually in our state. You probably are not entitled to that.
