Unfortunately, running concurrent or consecutive is the choice of the judge. This is an issue which is resolved at the time of a plea. If your friend was convicted after trial, it is soley up to the discretion of the judge. If the sentencing judge has already denied it, there is no way to overturn that, unless there is some special rule that requires concurrent sentencing, e.g., PC 654.
