You need to retain an attorney who can review your file. You don't tell me why/reasons for your suspension. That could be critical to what happens.

You can be arrested up to four years later. So, yes you need to speak to an attorney before talking to the detective.

You needed to file reports to get him prosecuted for dv. That is probably not possible at this time. An appeal would not be worth filing. You would have to pay a lawyer an hourly rate, and the earliest the appeal would be decided would be about 6-9 months from filing (probably closer to the 9 months) and there would be no guarantee of success.
