Should I fight this speeding/insurance ticket or just take it and do traffic school?

Traffic school will get rid of the speeding, but not the insurance. I don't believe that the insurance is a point ask the traffic commissioner.

How much time will they give my fiance for getting arrested again for burglary?

It sounds like your fiance has 2 problems. If he was doing Cal-Trans and community service, he most likely is on probation and now has picked up a 2nd charge. If he committed a new crime while on probation, then it is likely that he will be facing a stiff sanction, which can include jail. He may also be looking at jail/prison with charges stemming from this new incident. I would recommend he gets an attorney immediately so they can begin to prepare his defense as a lot is hanging in the balance with this new charge.
