If what you are referring to is a downward departure from the guidelines based upon US Sentencing Guideline Section 5K2.11 under a "lesser harms" theory, it is not common for the prosecutor to concede this point in federal court. Sometimes, a prosecutor will state no position on this type of motion. To be safe, the defense lawyer should negotiate with the prosecutor on this issue, and the government and defense positions should be stated in the plea agreement.

It woudl depend somewhat on what they found in the home and what the warrant they had let them retrieve. BUT it is unlikley you or your mom woudl be cahrged with anything.

that sounds like a deferred sentence - meaning that you plead guilty under the agreement that if you follow the rules of the plea, at the end of the time period, the plea will be withdrawn and the case dismissed; but if you fail to follow the rules, then you will be sentenced and the conviction enter in your case, it sounds like you completed the agreement, the plea was withdrawn and the case dismissed based on your statements, this is not a conviction (although it may have been treated as one while the deferred was in progress) to be sure, get a certified copy of the dismissal from the court clerk - this will show dismissed it is possible to seal this from public view, but you have to follow a fairly intricate process and it still may be visible - if you want to do this get a lawyer to help.
