The first thing you should do is to see an attorney. Perjury is a crime, but the charges are normally brought by the prosecutor in your county. The same general procedure goes for filing a false police report. I would suggest you buy an hour or two with an attorney and explain all of the situations, and then take their counsel. There are several causes of action for malicious prosecution.

Suppose someone had not been charged and wasn't sure they would be, should you turn yourself in to help yourself with a possible solicitation charge?

If someone has not been charged, there is no reason for them to turn themselves in. There is nothing to turn yourself in for.

Where does one find DA's like this in what parish? You court be held in contempt of court for failing to appear, once they found you , but chances are you would not ....unless some extremely conservative judge would pursue you , and there are some of those around ... abuse of power.... no balance .... mostly practiced by people who obtain judge position by some flawed procedure a lawyer who knows the attitude of the judge and the DA ( by experience) can advise you better that I can.
