You need to consult with your husband's lawyer to see which way he wants to go. But you have spousal privilege, meaning the State cannot force you to testify against your husband. And if they try and force you, you could plead the Fifth stating that if you told the truth you could be charged with filing a false report and must plead the 5th to avoid incriminating yourself.

There's no telling if you're just asking generally in "Texas." Texas is a huge and different cities and municipalities are going to treat things different. Having warrants in another state could potentially preclude you from getting a license in another state. In fact, I would anticipate that in most cases. However, you can easily have the warrants in the Missouri recalled, but you need to have an attorney to do that.
