Your mother can get a replacement cardonly if you are a minor. Notify the social security office if you believe that she has fraudulently obtained a copy of your card and if you believe that she is doing something illegal.

Can a judge make a person pay $200 by 4 pm tomorrow even though that person doesn't have a job?

If a person owes a fine or court costs or restitution, then the judge can make them pay or they can be incarcerated. That said, Texas does not have debtor's prison for money except child support BUT you would have to prove your inability to pay to the judge who may not care which would then require an appeal to the appellate court. Some times it is better to just "sit it out". (In Harris County, people are given $100 per day credit while in jail.
