If there is a hold that indicates that charges have already been filed, that is why there is a hold. Charges can be filed anytime as long as it is within the statute of limitations.

It is possible and it does happen. Make sure the judge is aware of this before sentencing you or placing you on probation so arrangements can be made to transfer your probation to Florida. Usually there is no problem with this as long as neither party objects. They can also keep you on probation in Michigan and still allow you to live in Florida as a special condition of your probation. Sometimes they will do that and have you report by phone.
