This is not a statute of limitations issue. They've filed the case you entered a plea then failed to appear. There is no statute on a bench warrant.

Why did they take so long to arrest him?

I am sure he was advised by the court on the day he was sentenced to report to the probation department. He now has a probation hold on him. He may get OR'd or he may get remanded for his failure to report. He will have to appear in court and the judge will decide what to do based on the DA and the probation department's recommendation. It is important to have an attorney there in court at arraignment on the probation violation to explain what is going on and demonstrate he is not a flight risk. Best chance at getting him out.

You're on very shaky ground. You need to talk to your lawyer about this. If you don't have a lawyer anymore, ask the court to appoint the public defender when you go to court. Don't try to explain yourself to anyone but your lawyer.
