I told the cops they are my guns, so why is he being charged with them?

If he was anywhere nears the guns, that could be enough to charge him. I strongly suggest that you contact an experienced criminal defense attorney for a face-to-face consultation and give him/her all of the facts surrounding your boyfriend's case. He/she would then be in a better position to analyze his case and advise you of his options.

When you enter a plea bargain in criminal court, you are sentenced by the judge in accordance with the plea deal you agreed upon. You have thirty (30) days from the date you enter a plea to withdraw your plea or appeal the judgement and sentence. If the time to withdraw your plea has passed and you are unable to comply with the financial terms of the sentence, you should consider filing a motion with the court asking the court to modify your sentence due to your inability to pay the required amounts. It is better to tell the court that you cannot meet your obligations and ask for a modification than simply not paying the obligations you were ordered to pay, as that will result in a violation of your probation (VOP) and most likely more punishment including jail time. Courts do consider financial circumstances and may give you a break, however you must inform the court of your financial problems. You should also inform your probation officer of your financial difficulty.

I urge you to consult an attorney with whom you can discuss this before signing anything.  Preferably, I recommend consulting with an attorney who regularly practices in your area.   You should get a copy of the paper you are being asked to sign -- and have the attorney review it. Potentially, signing the paper could have far-reaching, very bad collateral consequences of a criminal nature, of which you are unaware.   If you did not steal the tickets, why would you sign a paper saying you will pay for what was missing?   Note:  it is against the law in Florida to threaten to file criminal charges against a person if they fail to satisfactorily resolve a civil dispute.  It is not against the law, however, to file criminal charges against you if they feel you stole the tickets.  It is only illegal to threaten to file the charges unless you agree to resolve the civil dispute.
