If you report him, he may be arrested and may be denied contact with his children. I don't know whether what you are saying is a legitimate concern, or you are simply rationalizing his behavior. If it is the latter, and it can be shown that you knew of the problems and did nothing about them,. and it resulted in your kids getting hurt, you could also be charged and the kids taken from you. The welfare of your kids comes first.
