Is paying another public defender the only way to get a new one?

You don't pay a public defender, but you can retain another attorney at any time. Thank you for the summary of your life. You have provided proof that when you make foul choices you end up with a foul life.

Is it possible for a deported person to re-enter the U.S. if they have a criminal background over 10 yrs old?

Criminal Law lawyer at Freeborn Law Offices P.S.
Don't know the facts of the case, but deportation for life seems to answer your question. If he was deported for life, it sounds like his criminal history is pretty extreme. Getting married in an attempt to circumvent the laws will not work. I suggest that you retain the services of an immigration attorney who might be better able to address your issues.

If it is paid back in full, can the warrant be dropped?

Can be dropped, but probably will not be. The fact that I return the property I stole during a burglary, does not change the fact that I committed the burglary.
