The police can arrest on probable cause, prior to a court or judge's authority. At some point, it has to come before a judge, either the next business day for arraignment or within 30 days if already arraigned. Your question is a bit vague. The police arrest people all the time and hold them until court the next day or within a few days. It sounds like you are asking something beyond this situation but I do not know what.

I'm unclear as to what you're asking or what you mean by "pay out." You can fire and hire different attorneys as many times as you want. If your attorney has been appointed by the Court, though, it's unlikely that the Court will keep appointing different attorneys until you find one you like.
