It depends. If the vehicle was improperly registered, or if you were driving without a license, etc., then the officer could tow the vehicle. However, such action is often discretionary. Some officers are kinder (and more humane) than others. You did not provide enough information to speculate about every possible set of circumstances.

California doesn't have any sealing or true expungements. If you were convicted (I know you weren't), then you could seek an "expungement" (actually a dismissal under Penal Code section 1203.4) and add a notation that it was dismissed. The only way to get things truly off your record is if the court grants a petition for factual innocence. If granted, that seals the records for a period of years, then destroys and erases the entry. That's under Penal Code section 851.8.

Technically that is correct that you cannot drop charges. Only the prosecutor has the authority to charge or dismiss a case. They often seek input from the complaining witness and will strongly take that into consideration, but they can and sometimes will proceed without your permission or cooperation. Remember, they can always subpoena you to court. They often don't like to do that but they sometimes will. The reason is that we don't want people abusing emergency services or wasting time by calling for the police only to not press charges. Your best bet is to call the prosecutor and ask to speak to them about the case to see if they are willing to dismiss.
