If he is not required to have a driver's license or CDL to operate the equipment off-road, then he is okay UNLESS it is a condition of his bond or probation that he not operate a motor vehicle without a intoxilizer, etc. If he is on probation, then he needs to discuss this with his probation officer to be safe. If he is on bond, he needs to discuss this with his lawyer.

If the offense was a class c misdemeanor it can be expunged (all records removed). This is the best as nothing will exist of the arrest and sentence. If not, you may be elligable for an order of non-disclosure. This keeps it from being seen by almost everyone, but the record still exists. See your lawyer to explore what you are entitled to.

If convicted of the new offense, he will do time in the new home state first. Once that is completed, he will be transferred back to Nevada to complete his sentence. Parole might be possible again in Nevada, but given the type of offense, multiple revocations of parole that you cite, and a conviction for a felony in another State while on parole, being paroled again in Nevada would be difficult. He would need to find a NEVADA criminal defense attorney to get a complete answer to that question.
