Many months can expire before there is a trial. We do not even know what the charges are and cannot even begin to answer this question when he already has an attorney.

Am I legally obligated to testify against someone?

You can be subpoenaed and compelled to testify upon threat of contempt and jail for refusal. Talk to the DA about your fear of harm, so he can get protective orders issued for you.

What should I do if I hit and ran on foot and only minor damage was done?

This is a second degree misdemeanor. It carries a potential sentence of 60 days in the county jail. You should hire an attorney. It is an arrestable offense and you will probably be arrested. The bond will be $500, probably. It depends upon the prosecutor, and the judge, but with an aggressive attorney you will probably pay a fine, attend a class on driver improvement, and have adjudication withheld.
