Yes, it is possible to get a dry reckless in certain circumstances. Unfortunately, without more favorable facts, a .13 blood alcohol is not one in which one could reasonably expect such a settlement. It is possible to get an offer of a "wet" at this level, but even that will probably require some unusual factors, in most jurisdictions. Keep in mind that the so-called legal limit is .08, which means that driving with a blood alcohol level of .08 or above is a misdemeanor, regardless of whether or not the driver was "under the influence" of alcohol.

Yes, you can hire a lawyer to help you with this. Normally, though, you will have to appear with your attorney for the first appearance even the charge is for a misdemeanor. If it is a felony you may have to appear for all hearings unless the judge grants a request to allow your attorney to appear for you for most hearings. It is always better to take care of the warrants by coming in rather than being arrested.
