It is difficult to say without hearing the officer's side of this, and without knowing exactly what the officers allege your neighbor did that constituted disorderly conduct and destruction of property. Your neighbor should probably hire an attorney to fight the criminal charges and then worry about a case against the police afterwards. If he loses the criminal case, then he has no case against the police. In preparing to defend the criminal case, he would also be preparing and evaluating a potential civil case.
