Can I be videotaped without consent?

It is only illegal to video or photograph a person if the person is in a place where they have a reasonable expectation of privacy. Outside of your apartment, you do not have a reasonable expectation of privacy. You don?t have to consent to being filmed in security cameras.

What should we expect for a first time marijuana offense?

If he is charged as a felony, as you seem to indicate, he faces potential prison time. What can you do? Defend the charges. Go to court, enter a not guilty plea if appropriate, arrange bail reduction or OR, set up and attend the court hearing[s] and trial date[s], file motions as applicable, go to trial if it cannot be resolved with a plea bargain. Raise all the available defenses with whatever admissible and credible witnesses, evidence and facts are available for legal arguments for plea bargaining or at trial. If you do not know how to do these things, then hire an attorney that does, who can likely get a decent plea bargain for you. If serious about doing so, feel free to contact me.

Can something that I can't find be considered stolen if it was left at my house?

I doubt anything will come of it, but the police may come and question you if they think there's something to it. Unless there's a detention or an arrest there should be no record even if he calls to report it. Hopefully, your friend will find his backpack and that will be the end of it.
