How much cost would it be to file for bankruptcy?

You get what you pay for. Depending on what you need, what you want, and what your financial situation is, you might qualify for a simple Chapter 7 or get a broader range of benefits with a Chapter 13. Legal fees could start at less than $1,000 and run to over $4,000 depending on what happens to be best for you. In addition, there are court filing fees (around $300 depending on what form of bankruptcy you file), pre-bankruptcy credit counseling, the cost of a "due diligence" report, and the cost of the post-bankruptcy financial management class.

Can a debt collector garnish wages if they did not give you 30 days notice?

A garnishment indicates a lawsuit was filed. Did the debtor get notice of the lawsuit? If the debtor / defendant was not properly served with process in the lawsuit, the judgment which is the basis for the garnishment can be set aside.

See your, or a, bankruptcy attorney with the details. You generally cannot "amend" a past bankruptcy to cover a later, or unlisted liability.
