Debt collection lawsuits are civil in nature. Therefore, failing to show up for a hearing may result in a money judgment against you. You can file bankruptcy in order to prevent the suit from progressing any further. The automatic stay nullifies any subsequent actions in state court to collect on most obligations arising prior to the filing date of the bankruptcy petition.

How do I get a lien holder to release the title on my vehicle if it is totaled?

You apparently took out a title loan and subsequently indicated your intent to surrender the vehicle to the lien holder in your bankruptcy petition. The bankruptcy discharge resulted in you no longer owing the debt to the lien holder, but the lien against the vehicle survived the bankruptcy. Even if the vehicle is damaged, you still have a responsibility to physically surrender it to the lien holder - call and advise the lien holder where the vehicle can be picked up or deliver it to the location indicated by the lien holder. If the lien holder doesn't want the damaged vehicle, it may decide to voluntarily release the lien.

You are required to file in the district in which you have resided for the majority of the prior 180 days (in other words, you need to wait 91 days to file in California). Until you have resided in California for 750 days, you will be required to use the Arizona exemptions in your case.
