Only if the confirmed plan provides that your income tax refunds shall be paid to the trustee for distribution to creditors during the time the plan is in force. If you do not have such a provision in the plan only your disposable income would be payable to the trustee to pay the agreed upon percentage in a confirmed Chapter 13 plan.
