Why did we receive a Certificate of Release of Federal Tax Lien and what do we do?

Release of the lien does not necessarily release the tax. It appears as though the tax was probably released. You should contact the IRS and get a transcript for the years in question.

What is the difference in chapter 7 and 13? Why attorney’s adds service fees?

Bankruptcy lawyer at A Fresh Start
Chapter 7 is a liquidation in which you turn over any assets you own that are not protected in exchange for eliminating your debts. These assets get sold and the proceeds are used to pay some of your debts. A Chapter 13 is a payment plan that lasts from 3 ? 5 years. During that time, your attorney is providing legal services to you on an ongoing basis to pay for the substantial amount of work that is being performed to administer your case. Unless you pre-pay the entire legal fee of several thousands of dollars in advance, your legal fees are taken out of the monthly payments made.

Is this legal for my employer got a letter to garnish my wages for a debt that was included in the discharged bankruptcy in 2013?

You may want to contact your bankruptcy attorney to resolve this matter as if the debt the creditor is garnishing you for was included in your bankruptcy there can be a claim for violating the bankruptcy discharge. Mistakes can happen & it may be that the creditor made a mistake & will correct it. However, some kinds of debts are not eligible to be eliminated through bankruptcy. So return to your bankruptcy attorney for further guidance.
