Can I be evicted from my apartment after filing chapter 7 even if my rent payments are current?

That would depend on what kind of lease you have and what the terms are. If it is a month to month lease for example they can terminate at any time even without a bankruptcy. If on the other hand it is a year lease then generally they would not be able to terminate unless there is specific language in the lease saying they can do early termination.

Should I sign an agreement for judgment on a credit card debt?

You can agree to a judgment on a credit card debt. A provision in the judgment is that it accrues the legal rate of interest, namely ten percent. If you do not have the ability to pay you should legally protect your assets. For instance, you should file a written homestead if you own your residence. A stipulated judgment is enforceable the same as a court judgment that is the result of a trial.

Can any portion of my delinquent city income taxes interest or penalties be discharged under Chapter 13?

Yes. Normally, penalties and interest are dischargeable in bankruptcy. It is the tax itself that is only dischargeable upon certain conditions.
