Yes a creditor can garnish your bank account but they have to get a judgement against you before they can do so. Chances are you were sued and they got a default judgment against you. You should contact the creditor to find out what happened.

Telling someone you filed for bankruptcy makes no difference if it is not true. If you actually filed a bankruptcy case then the collectors cannot contact you or take any action against you, including garnishing wages.
