After my chapter 13, are they going to return any money on hand for the trustee since I have been paying for three and a half years?

The Trustee makes monthly disbursements to your creditors so the funds are usually released to them each month. Sometimes there is a very small amount that is returned at the end of the Plan but most of the time the Trustee pays out all of the funds to your creditors before closing the case.

In New Jersey, I would say that she is out of luck and can not collect the bill and is in violation of the Bankruptcy Discharge..

What has this question got to do with bankruptcy? I think what you must be talking about is probably a deed with a life estate. Reported to whom? Ask it again and be clear as to what has gone on.
