Do I have to pay for a car that is already damaged even though I signed a contract not knowing that the car was messed up at the beginning?

Generally yes, if it was sold as it. However, there are other circumstances which may create causes of action and you should speak to a lawyer who regularly works in this area of law. There is also, at least in Nevada, a 3 day buyers remorse period.

Can someone collect a debt without a promissory note?

It sounds like you are confusing "obligation" and "source of funds" issues. If you enrolled in classes, then you owe the school the money. The school does not care where you intended to get the money to pay for the tuition. They allowed you into the classes. They are owed the money whether you choose to go to class or not.

How can I find out if someone filed for bankruptcy in my name?

Pull your credit report for free off of annualcreditreport.com. If you have filed for bankruptcy (or someone in your name/SSN) then it should show the bankruptcy on there. The other option is to call the bankruptcy court and ask.
